The Page of Cups is a new and undefended feeling. It is a water card, so what it reports is the emotion itself, before anything has been done with it rather than the whole of what they feel.
Upright and reversed

A reversal is not the opposite of the upright card. It blocks it, delays it, turns it inward or takes it too far, and which of those depends on the kind of card it is.
Upright
The Page of Cups is a new and undefended feeling. It is sweet, it is shy, and it has an awkwardness to it — the message rewritten four times, the compliment that lands sideways, the vulnerability of caring before you know whether it is returned. The card is sincere in a way the more sophisticated cards are not. What it lacks is experience: this person may not know how to carry the feeling, and how they handle it will depend a great deal on what happens in the next few weeks.
Reversed
Reversed, the tenderness has curdled into sulking or has been hidden entirely. A feeling too fragile to show, or one being expressed in the indirect way that hurt feelings tend to choose.
Reversed, a court card is most usefully read as the same temperament under pressure, or as that way of feeling in yourself rather than in somebody else. It is very rarely a bad person and very frequently an unbalanced one.
Why the suit decides the answer
Water does not feel the way the other three do.
The same rank in two suits describes two genuinely different states. This is the largest single fact about any card in a feelings position — larger than the picture on it.
Water is the suit that feels directly. A Cups card in a feelings position is reporting the emotion itself rather than what is being done about it — attachment, tenderness, grief, the whole of it, before anything has been decided or declared.
You will know a Cups feeling by how it changes with proximity. Water takes the shape of what holds it, so these cards describe states that deepen, spill or cool according to what happens between you rather than according to a plan.
Water confuses feeling something with doing something about it. A Cups card can be entirely sincere and produce nothing at all, and the sincerity is often used as evidence that it eventually will.

The beginner.
A Page feels without practice. The state is sincere, undefended and badly managed — this is the card of the feeling somebody has not yet learned to carry, which makes it transparent and makes it unstable. What happens to it depends almost entirely on how it is received in the first few weeks.

Inside an established relationship, Cups is reporting the emotional weather rather than the structure. It describes how it currently feels to be in this, which can differ sharply from how well it is working. A Page inside an established relationship is unusual and worth noticing. Something has been reset, and somebody is feeling this as though it were new.
Someone who ended it, or who you ended it with
For a connection that has ended, Cups is the suit that tells the truth and the suit that resolves nothing. The feeling described is real and its persistence is not by itself a reason to expect anything. A Page after an ending often means the feeling never matured past its first stage, which explains why it could not survive the first real weather.
A feeling neither of you has said out loud
When nothing has been said, a Cups card usually means the silence is not indifference. Water holds; it does not announce. What it will not tell you is whether the holding is ever going to become speech. A Page is unpractised at silence as well as at speech. The feeling is almost certainly visible to somebody, and possibly to everybody except you.

- One card is one input. A feeling that contradicts everything a person has done for six months is a card that needs the rest of the spread, not a card that has revealed a secret.
