The Queen of Cups is emotional depth with perception attached. It is a water card, so what it reports is the emotion itself, before anything has been done with it rather than the whole of what they feel.
Upright and reversed

A reversal is not the opposite of the upright card. It blocks it, delays it, turns it inward or takes it too far, and which of those depends on the kind of card it is.
Upright
The Queen of Cups is emotional depth with perception attached. What is felt is strong and quiet, and it comes with an unusual capacity to read the other person — this is somebody who notices what you are not saying and responds to it rather than to your words. The care is real and it is absorbing: this Queen takes on what the people she loves are carrying. In a feelings position it is one of the most genuinely loving cards in the deck, and one of the easiest to take advantage of.
Reversed
Reversed, the feeling has flooded or been walled off. Either the empathy has lost its edges and they cannot tell their own state from yours, or they have closed the whole faculty down after it cost them.
Reversed, a court card is most usefully read as the same temperament under pressure, or as that way of feeling in yourself rather than in somebody else. It is very rarely a bad person and very frequently an unbalanced one.
Why the suit decides the answer
Water does not feel the way the other three do.
The same rank in two suits describes two genuinely different states. This is the largest single fact about any card in a feelings position — larger than the picture on it.
Water is the suit that feels directly. A Cups card in a feelings position is reporting the emotion itself rather than what is being done about it — attachment, tenderness, grief, the whole of it, before anything has been decided or declared.
You will know a Cups feeling by how it changes with proximity. Water takes the shape of what holds it, so these cards describe states that deepen, spill or cool according to what happens between you rather than according to a plan.
Water confuses feeling something with doing something about it. A Cups card can be entirely sincere and produce nothing at all, and the sincerity is often used as evidence that it eventually will.

A Queen feels inwardly and completely. The state is held rather than spent, understood rather than performed, and directed at a person rather than at a situation. Queens are the most emotionally accurate cards in the deck and the slowest to show what they have concluded.

Inside an established relationship, Cups is reporting the emotional weather rather than the structure. It describes how it currently feels to be in this, which can differ sharply from how well it is working. A Queen inside an established relationship is the most reassuring court reading there is: the feeling has been absorbed rather than displayed, which is why it is easy to stop noticing.
Someone who ended it, or who you ended it with
For a connection that has ended, Cups is the suit that tells the truth and the suit that resolves nothing. The feeling described is real and its persistence is not by itself a reason to expect anything. A Queen after an ending usually still holds the whole of it. This is the rank least likely to have moved on and least likely to say so.
A feeling neither of you has said out loud
When nothing has been said, a Cups card usually means the silence is not indifference. Water holds; it does not announce. What it will not tell you is whether the holding is ever going to become speech. A Queen can hold something unspoken indefinitely, comfortably, and without it fading. Silence here is not evidence of anything either way.

- One card is one input. A feeling that contradicts everything a person has done for six months is a card that needs the rest of the spread, not a card that has revealed a secret.
